When Techno began, it was already more abrasive, noizy, harsh, then the pop, disco, etc. sounds that defined the music world of that era. Later genres such as Trance emerged that added some soothings sounds and sweetness to the genre. Hardcore and Gabber took the other direction, being more distorted and brutal.
Yet it was still tied to the Rave and Dance music of its time. So labels like Industrial Strength or Mono Tone, for example, took the sound even farther and had releases that stripped Hardcore more and more of "dance music" elements and of harmonic and melodic sounds.
Eventually, beginning somewhen around the mid 90s, some artists began taking this approach to the extreme and producing tracks that were just a chaotic mess of noize, beats, screams, frantic 303s, shrill sounds... you got it.
This led to some of the most brutal, most mental tracks of that period. A direct assault on the sonic senses.
