My guess would be it's by (a dj from) Nawak soundsystem. There's a comment on youtube by Anto NAWAK:
'Rien à dire c'était du lourd et certainement mes meilleurs moments.. 40ans cet année pffff et toujours dedans .. harcore jusqu'à la mort.'

But it can be a name the guy uses out of sympathy for the soundsystem (like calling yourself '23' in honour of Spiral Tribe / free party scene)... .

Yes I guess a member of Nawak also. Or at least French tekno/free party scene. But (ofcourse) not a lot of info
