I already have this mix since 2007, downloaded it together with the other sets (from the party: Promo - The Resistance Below). At first I assumed it was his set at the party, and then I found this site:

It's the second mix on the list. As you can see hovering over the (dead) downloadlinks, it even was on 3voor12.vpro.nl (the site of a well known Dutch (music)radio-program, who, for example, also broadcasted Promo's set on the Lowlands Festival.
So I'm pretty sure it's Promo. To be 100%, I could ask Sebastian himself. When I have an answer, I'll let you know.

Got confirmation this afternoon from Promo himself that it is indeed his warm-up set for Promo - The Resistance Below

This was indeed a pre-mix for the Resistance Below event. If I'm correctly this mix was first hosted on a Resistance Below website made by Q-Dance, together with another pre-mix: Resistance Mix (named after the 2 area's on that event).

Maybe it would help to put it in a row with the other sets from 24-03-07 also by the name of the event, in case of searching and uploading sets that are connected to this event
